Vision – Build hope in communities together to overcome substance use disorders and support recovery.

The HOPE Consortium was formed in response to the Heroin, Opioid Prevention and Education (HOPE) legislative package introduced in 2013 by Representative John Nygren. Focused on combating Wisconsin’s growing heroin epidemic, the seven original bills put forward were passed unanimously by both houses of the legislature and were signed into law by Governor Scott Walker in April 2014. In the following legislative session, Representative Nygren put forward 10 additional bills that expanded the HOPE agenda to include prescription drug abuse and addiction, effectively targeting the root of the heroin problem the state of Wisconsin is facing. These additional bills were approved by the State Legislature and ultimately signed into law by Governor Walker. To learn more about HOPE legislation, click here.
